Scope of work

The City of Dongvile is accepting sealed bids for the 2026 Street Rehabilitation project, funded in the FY 2027 Streets and Drainage budget. The work includes:

Tiptoe Ct Entire street 380 ft Crack seal and seal coat

The project also includes adjusting manholes and valve boxes to grade, and replacing stop bars and crosswalks at 11 intersections. This includes removing the “STPO” pavement legend on E Tater St at Mainer St and replacing it with “STOP.”

Hot Pocket Way (US 6969) and Main St (FM 1337) are maintained by TxDOT and are not part of this project.

Work must follow the TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges and the Texas Manual on Uniform Traffic Control Devices. The contract time is 60 working days from notice to proceed. Liquidated damages are $500 per calendar day. The contractor must keep driveway access open and may not block cart collection on a street’s trash day.

Submission requirements

  • Submit the bid form, with bid security of 5% of the total bid (cashier’s check or bid bond), in a sealed envelope marked “ITB-2026-07, 2026 Street Rehabilitation.”
  • Deliver it to the City Secretary, City Hall, 150 E Brisket St, before 2:00 p.m. on October 15, 2026. Mailed bids go to City Secretary, P.O. Box 1887, Dongvile, TX 76969, and must be received by the deadline.
  • The City does not accept bids by fax or email. Late bids will be returned unopened. The time stamp in the City Secretary’s office is the official time. The courthouse clock is not.
  • Bids will be opened and read aloud in Council Chambers immediately after the deadline.
  • The successful bidder must provide performance and payment bonds for 100% of the contract amount under Texas Government Code Chapter 2253, proof of insurance, and must pay the prevailing wage rates adopted by the City under Chapter 2258.

Evaluation and award

The City will award the contract to the responsible bidder whose bid offers the best value under Texas Local Government Code §252.043. The City will consider price, experience on similar municipal street projects, references, schedule and safety record. The City may reject any or all bids. Award is expected at the November 5, 2026, City Council meeting.

Required forms

  • Form 1295, Certificate of Interested Parties. Under Texas Government Code §2252.908, the successful bidder must file Form 1295 electronically with the Texas Ethics Commission and submit the signed certificate to the City Secretary before City Council can award the contract.
  • Conflict of Interest Questionnaire (Form CIQ). Under Chapter 176 of the Texas Local Government Code, a vendor with an employment or business relationship with, or who has given gifts to, a City officer or a member of the officer’s family must file Form CIQ with the City Secretary no later than the seventh business day after submitting a bid.
  • Verifications required by Texas Government Code Chapters 2271 and 2274, and the certification that the bidder is not listed under Chapter 2252, Subchapter F. These forms are included in the bid packet.
