About the Office
The City Secretary is appointed by City Council under the City Charter and is the official keeper of the City’s records. The office prepares and posts every council agenda, records the minutes, attests ordinances and resolutions, keeps the City seal and runs City elections. City Secretary Margie Dubose holds the Texas Registered Municipal Clerk (TRMC) certification.
Agendas and Minutes
The Texas Open Meetings Act (Tex. Gov’t Code ch. 551) requires notice of every meeting to be posted at least 72 hours in advance. We post agendas on the bulletin board outside City Hall and on the Agendas & Minutes page.
- City Council meets the first Tuesday of each month at 6:00 p.m. in Council Chambers. The November 2026 meeting moves to Thursday, November 5, because of the general election.
- Draft minutes are approved at the next regular meeting and posted within two business days after approval.
- Item 1 on every regular council agenda is the color of the Dongvile Water Tower. It is a standing item at the Mayor’s request.
Minutes are a record of the actions council takes, not a transcript. Residents who speak during Citizens to Be Heard are listed by name and address block, and their questions are recorded as asked. The questions are not answered in the meeting, because §551.042 does not allow council to deliberate on items that are not on the posted agenda.
Public Information Requests
The Texas Public Information Act (Tex. Gov’t Code ch. 552) gives you the right to request City records. To make a request:
- Put it in writing. Mail it, email it to citysecretary@dongvile.us or bring it to City Hall.
- Be specific. Include names, dates and the type of record you want.
- Tell us how you want the records. Most electronic records are free by email. Paper copies are 10 cents a page.
If the City believes any information is confidential, we will ask the Texas Attorney General for a ruling within 10 business days and send you a copy of our request. Requests for Constabulary reports are handled the same way.
Elections
The City’s general election is held on the May uniform election date. The next election is Saturday, May 1, 2027, for Mayor and City Council Places 1, 3 and 5. Candidate filing runs from Wednesday, January 13, through Friday, February 12, 2027.
To run for City office, you must be at least 18, a U.S. citizen and a registered voter. You must also have lived in Texas for at least 12 months and in the City for at least six months before the filing deadline. Candidate packets are available now at City Hall. Election services are provided under contract with Brisket County.
Records Management
The office runs the City’s records management program under the Local Government Records Act (Tex. Loc. Gov’t Code chs. 201–205). Each department follows an approved retention schedule. Permanent records, including every ordinance adopted since 1887, are kept in the City Hall vault and can be viewed by appointment.

Frequently asked questions
How do I request a public record?
Submit your request in writing by mail, by email to citysecretary@dongvile.us or in person at City Hall. Describe the records as specifically as you can. The City cannot accept requests by phone.
How long does a records request take?
We produce records promptly. If we cannot do so within 10 business days, we will tell you in writing when they will be ready. If the City believes some information is confidential, we must ask the Texas Attorney General for a ruling, and we will send you a copy of that request.
When is the next City election?
Saturday, May 1, 2027, for Mayor and City Council Places 1, 3 and 5. Candidate filing runs from Wednesday, January 13, through Friday, February 12, 2027, at the City Secretary's Office.
How do I speak at a council meeting?
Fill out a speaker card and hand it to the City Secretary before the meeting begins. Each speaker has three minutes during Citizens to Be Heard. Under Tex. Gov't Code §551.042, council may not discuss or act on a topic that is not on the posted agenda.
Can I get a certified copy of an ordinance?
Yes. Certified copies are $5 per document plus 10 cents per page, and are usually ready the next business day.
