Finance & Utility Billing manages the City's money, from the budget, accounting and purchasing to the monthly water, sewer and trash bill that goes to every customer in Dongvile.

Divisions
- Accounting and Budget keeps the general ledger, processes payroll and accounts payable, manages investments, coordinates the annual audit and prepares the budget with the City Manager.
- Utility Billing bills about 4,000 water, sewer and trash accounts each month and runs the customer service counter and the drive-thru window on the east side of City Hall.
- Purchasing manages bids, contracts and vendor payments.
Paying Your Utility Bill
Online bill payment is temporarily unavailable during the billing vendor transition. You can pay:
- In person at the Utility Billing counter in City Hall, by cash, check or money order.
- At the drive-thru window on the east side of City Hall.
- By mail to City of Dongvile Utility Billing, P.O. Box 1887, Dongvile, TX 76969. Write your account number on your check. Please do not mail cash.
- At the drop box on the east side of City Hall, available 24 hours. The box is emptied at 8:00 a.m. each business day, and payments are posted that day.
Bills are mailed on the first business day of the month and are due on the 15th. If the 15th falls on a weekend or City holiday, payment is due the next business day.

Since 2019, every bill has included the $1.25 Tower Maintenance Surcharge for the upkeep of the Dongvile Water Tower. Finance reports the surcharge balance to the Water Tower Paint Ad Hoc Committee each month. The money will be used for repainting once a color is selected.
Budget and Taxes
The FY 2027 budget took effect October 1, 2026. City Council adopted it on September 15, 2026, by Ordinance No. 2026-064 on a 5–2 vote, and set the tax rate by Ordinance No. 2026-065.

Of the 8.25% sales tax collected in Dongvile, 6.25% goes to the State of Texas, 1.00% to the City, 0.50% to the Dongvile Economic Development Corporation and 0.50% to Brisket County.
Purchasing
The City follows the competitive purchasing requirements of Tex. Loc. Gov’t Code ch. 252. Purchases over $50,000 require sealed bids or proposals, which are delivered to the City Secretary before the posted deadline. Under City policy, purchases between $3,000 and $50,000 require at least three written quotes. Current solicitations are posted on Bids & RFPs.

Frequently asked questions
Can I pay my utility bill online?
Not at this time. Online payment is temporarily unavailable during the billing vendor transition. You can pay in person at City Hall, at the drive-thru window, by mail or at the drop box.
When is my bill due?
Bills are mailed on the last business day of the month and are due on the 20th. A 10% late charge is added to any balance unpaid after the due date. Accounts still past due 10 days after the due date may be disconnected after written notice, and a $50 reconnection fee applies during business hours.
Where do I find my account number?
It is printed at the top of your bill in the format 04-123456-01. Please write it on your check or money order.
Why doesn't my sewer charge go up in the summer?
Sewer volume is billed on your winter average, which is your water use in December, January and February. Watering your lawn in July does not raise your sewer charge.
What is the Tower Maintenance Surcharge?
A $1.25 monthly charge, added in 2019, that pays for upkeep of the 500,000-gallon Dongvile Water Tower. The balance is reserved for repainting once City Council selects a color.
Do I pay my City property taxes here?
No. City property taxes are billed and collected by the Brisket County Tax Assessor-Collector along with county and school taxes. Property values are set by the Brisket Central Appraisal District.
