Utilities
The City provides water, sewer and trash service to about 3,960 homes and businesses inside the city limits. Billing is handled by Finance & Utility Billing at City Hall.

Water, sewer and trash appear on one monthly bill from the City. Your electric bill comes separately from the cooperative, and the City cannot take payments, answer questions or restore service for it.

- Write your account number on your check. Account numbers look like this: 04-123456-01.
- Payments are credited on the day they are received. The City does not accept a postmark as proof of on-time payment.
- Please use the inner drive-thru lane. The pneumatic tube in the outer lane has been out of service since 2017 and is not a drop box.
- New enrollments in automatic bank draft are paused during the billing vendor transition. Existing bank drafts continue on their regular schedule.
- The City does not take payments by phone.
Billing basics
Bills are mailed on the last business day of each month and are due on the 20th. A late fee of 10 percent of the past-due balance is added the day after the due date. See Rates & Fees for the full billing calendar, current rates and the disconnection schedule.
Your bill includes a $1.25 Tower Maintenance Surcharge. It is explained on the rates page.
Starting, stopping or moving
Service is started, stopped and transferred in person at City Hall. Bring a photo ID, proof that you live at or own the property, and the $75 deposit. There is no online form. See Start, Stop or Transfer Service.

Call for a water main break, no water at your home, low pressure throughout the house, a sewer backup into your home or a hydrant that is running. For a fire, call 911.
Who fixes what. The City maintains the water main, the meter and everything on the street side of the meter. The property owner maintains the service line from the meter to the house and all plumbing inside. For sewer, the City maintains the main and the property owner maintains the line from the house to the main, including the cleanout. If sewage is coming up through your cleanout, the blockage is usually in the City’s main. Call the after-hours line.
Where your water comes from
- Supply: three groundwater wells in the Carrizo-Wilcox Aquifer at the Dongvile Well Field on County Road 404, with a 750,000-gallon ground storage tank.
- Storage: the Dongvile Water Tower at Chili Dog St & W 2nd St, a 500,000-gallon elevated tank.
- Wastewater: the Queso Creek Wastewater Treatment Plant, rated at 1.2 million gallons per day.
- Drought stage: Stage 1, Water Watch. Conservation is voluntary. See Drought Contingency.
- Water quality: no violations in 2025. See the Water Quality Report.
Frequently asked questions
Why is my bill higher than usual?
Check for a running toilet first. A worn flapper can waste 200 gallons a day without making a sound. Summer lawn watering is the next most common cause. Your sewer charge is based on your winter average, so outdoor watering in the summer raises your water charge but not your sewer charge. If you still can’t find the cause, call Utility Billing at (936) 555-0101 and ask for a re-read.
Do I need to be home when the meter is read?
No. Meters are read between the 10th and 14th of each month. Please keep the meter box clear of vehicles, fences and dogs.
Who do I call when the power is out?
Brisket Electric Cooperative at (936) 555-0150. The City does not provide electric service.
