City Manager's Office

The City Manager is the City's chief administrative officer. Appointed by City Council, the City Manager runs day-to-day operations, prepares the annual budget and carries out the policies council adopts.

About the Office

Dongvile has operated under the council–manager form of government since voters adopted the City Charter in 1974. The Mayor and six councilmembers, elected at-large, set policy: they adopt the budget, set the tax rate and pass ordinances. The City Manager is a professional administrator appointed by the full council to carry out those decisions.

The City Manager supervises the City’s operating departments and about 85 full-time employees. The City Secretary and the Municipal Judge are appointed directly by City Council. Legal services are provided under contract by Bowden & Bowden, PLLC, which serves as City Attorney.

What We Do

  • Carry out council policy. Every ordinance and resolution adopted by council is assigned to a department, and the City Manager’s Office tracks it until the work is done.
  • Prepare the budget. The City Manager presents a proposed budget to council each summer. The FY 2027 budget, $9,412,000 in the General Fund and $21.6 million across all funds, was adopted September 15, 2026, by Ordinance No. 2026-064.
  • Manage City operations. Finance, Human Resources, Planning & Development, Public Works, Parks & Recreation, the Library, the Constabulary and the Airport report to the City Manager.
  • Work with our partners. The office manages the City’s agreements with the Dongvile Volunteer Fire Department, Brisket County, Dongvile ISD and TxDOT.
  • Keep residents informed. The Communications Coordinator writes news releases, maintains this website and answers media calls.

Staying Informed

City Council meets the first Tuesday of each month at 6:00 p.m. in Council Chambers at City Hall. The November 2026 meeting moves to Thursday, November 5, because of the general election on November 3. Agendas are posted at least 72 hours in advance on the Agendas & Minutes page and on the bulletin board outside City Hall.

Water Tower Paint Color

The City Manager’s Office provides staff support to the Water Tower Paint Ad Hoc Committee, which was created by Resolution R-2024-07 to meet until a decision is reached. Staff maintain the list of proposed colors, order paint samples and prepare the committee’s report to City Council.

The color item appears first on every regular council agenda at the Mayor’s request. Repainting will be scheduled once a color is selected. The current list of options is available in the documents on this page and at the City Secretary’s Office.

What is the difference between the Mayor and the City Manager?

The Mayor and City Council set policy, adopt the budget and pass ordinances. The City Manager is a professional administrator hired by council to carry out those decisions and supervise City staff. Dongvile has used the council–manager form of government since the City Charter was adopted in 1974.

Can I meet with the City Manager?

Yes. Call the City Manager's Office to schedule an appointment. Most meetings last 30 minutes and take place at City Hall.

How do I get an item on the City Council agenda?

Items are placed on the agenda by the Mayor, by two councilmembers or by the City Manager. Contact the City Manager's Office at least two weeks before the meeting. You may also speak on any topic during Citizens to Be Heard, although council cannot discuss or act on items that are not on the posted agenda.

Who decides the color of the water tower?

City Council. The item appears first on every regular council agenda and is supported by the Water Tower Paint Ad Hoc Committee, created by Resolution R-2024-07. No color has been selected.
