The Dongvile Economic Development Corporation (EDC) helps businesses start, locate and grow in Dongvile with incentives, site selection help and local data.
About the Dongvile EDC
The Dongvile Economic Development Corporation is a Type B corporation under Tex. Loc. Gov’t Code ch. 505. Voters created it in 1997, and it is funded by a half-cent (0.50%) sales tax, part of Dongvile’s 8.25% total rate. In FY 2027, that half-cent is projected to bring in about $1.2 million.
A seven-member board appointed by City Council governs the EDC. The board meets the fourth Thursday of each month, and agendas are posted at least 72 hours in advance on the Agendas & Minutes page. Executive Director Dustin Crocker runs day-to-day operations from City Hall, Suite B.
Type B funds may pay for projects that create or keep primary jobs, the public infrastructure those projects need, and certain quality-of-life projects. Every EDC project gets a public hearing before the board spends money on it, and City Council must approve the EDC’s budget and major agreements.

All incentives are performance-based. Grants are paid as reimbursements after the work is done or the jobs are verified, and agreements include repayment terms if a project falls short.
Façade grant rules
Eligible work includes masonry repair, paint, storefront windows and doors, awnings, exterior lighting and signs that meet the historic district standards. Roofs, interior work, routine maintenance and any work started before approval are not eligible. You’ll need a certificate of appropriateness from the Historic Courthouse Square Commission before you start. Murals that include the Dongvile Water Tower must show it in its current colors until City Council selects a new one.
How the process works
- Call or email the EDC. Early conversations are confidential. Information about economic development negotiations is excepted from public disclosure under Tex. Gov’t Code §552.131 until an agreement is final.
- Site visit and project review. Staff helps you find a site, check zoning and estimate utility needs with Planning & Development and Public Works.
- Application. Submit the incentive application with your project description, capital investment, job counts and wages.
- Board action. The EDC board holds a public hearing and considers a performance agreement.
- Council approval, where the agreement or a Chapter 380 rebate requires it.
- Performance and payment. You complete the project, and the EDC pays after verifying the results.

Interstate Crossing North pads. The center has five outparcel pads along Hot Pocket Way. Waffle Warehouse, Brisket Bucket and Sub Marine Sandwiches occupy the first three. Pads 4 and 5 are graded, with water, sewer and electric service stubbed to each pad and shared access from Supercenter Dr. Both have been mowed 41 times since 2019.

Current tenants are Brisket County Pallet & Crate, Big Tex-ish Fabrication and Dongvile Ice House & Cold Storage. The D&S Ry. runs along the north edge of the park; new spur service is subject to the railroad’s approval. Three-phase power is provided by Brisket Electric Cooperative.

Residential conversions need a certificate of occupancy and a fire inspection, and exterior changes need Historic Courthouse Square Commission approval. Façade grants apply to the whole building.
