Zoning & Development

Every property in the city limits is in a zoning district that sets what can be built there and how. The Official Zoning Map was last adopted by Ordinance No. 2026-069 on October 6, 2026.

Changing the rules for a property

Zoning change (rezoning)

Requests to change a property's zoning district go to the Planning & Zoning Commission for a public hearing and recommendation, then to City Council for a second public hearing and an ordinance. Property owners within 200 feet receive written notice, and a sign is posted on the property. If owners of 20 percent of the land within 200 feet protest in writing, approval requires a three-fourths vote of Council (Tex. Loc. Gov't Code §211.006). The application fee is $400.

Specific use permit (SUP)

Some uses are allowed in a district only with a specific use permit, which can attach conditions such as hours, sound levels or the number of fog machine bursts per hour. SUPs follow the same hearing process as a zoning change. Fee: $350.

Variance

When a property's shape or size makes a standard impossible to meet, the Zoning Board of Adjustment can grant a variance after a public hearing. Variances cannot be granted for financial hardship or for self-created conditions, and they cannot be used to change a use. Fee: $250.

Platting

Dividing land in the city limits or the ETJ requires a plat approved by the Planning & Zoning Commission under Chapter 16 of the Code of Ordinances and Tex. Loc. Gov't Code ch. 212. Replats of residential lots require a public hearing.
