Status

This solicitation was cancelled on April 21, 2026. One bid was received. The bidder took exception to Specification 3.4, which requires installation crews of at least two people on the creek bank at all times. The City rejected all bids. The FY 2027 budget includes six signs advising visitors not to approach the ducks, which Parks & Recreation will purchase and install directly.

Scope

The contractor was to fabricate and install the following signs at the locations shown in Exhibit B:

Specifications included:

  • 0.080-inch aluminum blanks with high-intensity prismatic sheeting
  • Galvanized steel posts set in concrete, with a 7-foot mounting height to the bottom of the sign
  • Work within the Queso Creek floodplain (FEMA Zone AE) under the floodplain development permit already issued to Parks & Recreation
  • No work within 50 feet of an active nest between March 1 and June 30

Submission requirements

Sealed bids were to be delivered to the City Secretary, City Hall, 150 E Brisket St, before 2:00 p.m. on April 9, 2026. The City did not accept bids by fax or email. Late bids were to be returned unopened.

Evaluation

Award was to go to the lowest responsible bidder meeting specifications. The City reserved the right to reject any or all bids.

Required forms

The successful bidder would have been required to file Form 1295, Certificate of Interested Parties, with the Texas Ethics Commission and the City Secretary under Texas Government Code §2252.908, and, if applicable, a Conflict of Interest Questionnaire (Form CIQ) under Chapter 176 of the Texas Local Government Code.
