Scope

The City sought one new, current model year refuse truck for the Sanitation Division’s residential routes. Major specifications:

  • Low-entry cab-forward chassis with dual steering for left- and right-hand drive
  • 27-cubic-yard automated side-loader body with a joystick-controlled arm
  • Diesel engine meeting current EPA emissions standards
  • 360-degree camera system and backup alarm
  • Fleet white finish. The City supplies City seal decals for each door.
  • Standard air horn, plus a secondary horn not to exceed 85 decibels for use on the Lil’ Chungus Elementary route (Specification 4.12)
  • Warranties of at least three years on the chassis, two years on hydraulics and one year on the body
  • On-site training for operators and mechanics at delivery

Trade-in of Unit S-11, a 2009 rear-loader, was an optional bid item. No bidder offered more than $1,500, so the City will sell Unit S-11 at public auction.

Submission and evaluation

Sealed bids were delivered to the City Secretary, City Hall, 150 E Brisket St. Late bids were to be returned unopened; none were received. The contract was awarded to the lowest responsible bidder meeting specifications under Chapter 252 of the Texas Local Government Code.

Required forms

Haul Monty Truck Center, LLC, filed Form 1295, Certificate of Interested Parties, with the Texas Ethics Commission and the City Secretary before award, as Texas Government Code §2252.908 requires. No Conflict of Interest Questionnaires (Form CIQ, Texas Local Government Code Chapter 176) were filed for this solicitation.
