FY 2027 Budget Takes Effect; Tax Rate Holds at $0.696900

The City of Dongvile’s budget for fiscal year 2027 took effect on Thursday, October 1, 2026. FY 2027 runs from October 1, 2026, through September 30, 2027.

City Council adopted the budget at a special meeting on September 15, 2026, by Ordinance No. 2026-064. The vote was 5–2, with Councilmembers Krenek and Lovelady voting no. Council then set the property tax rate by Ordinance No. 2026-065.

The tax rate

Component Rate per $100 of taxable value
Maintenance and operations (M&O) $0.512300
Interest and sinking (debt service, I&S) $0.184600
Total $0.696900

The total rate is the same as in FY 2026. Because property values went up, the same rate will bring in more revenue, and state law requires the City to say so in these words:

This budget will raise more revenue from property taxes than last year’s budget by an amount of $187,640, which is a 4.95 percent increase from last year’s budget. The property tax revenue to be raised from new property added to the tax roll this year is $61,870.

The no-new-revenue rate was $0.671200, and the voter-approval rate was $0.719800. Because the adopted rate is above the no-new-revenue rate, state law required the motion to read: “I move that property taxes be increased by the adoption of a tax rate of $0.696900, which is effectively a 3.83 percent increase in the tax rate.” The adopted rate is below the voter-approval rate, so no election is required.

What it means for you: a home with a taxable value of $168,400 owes $1,173.58 in City property tax for tax year 2026. The Brisket County Tax Assessor-Collector mails bills in October. Taxes are due on receipt and become delinquent if not paid by January 31, 2027.

Budget at a glance

  • General Fund: $9,412,000
  • All funds: $21.6 million
  • A 2.5% cost-of-living adjustment for City employees
  • $612,000 for street maintenance, including seal coat on 3.4 miles of City streets
  • Replacement of both Constabulary patrol vehicles, paid for with Series 2025 tax notes. Unit 7 is not being replaced.
  • The Tower Maintenance Surcharge stays at $1.25 per month on utility bills

Councilmember Krenek said he would have preferred adopting the no-new-revenue rate. Councilmember Lovelady said he would have liked more options.

“Holding the rate keeps tax bills predictable while values rise, and it lets us keep up with streets and equipment without new debt,” said Finance Director Norma Fenley. “The General Fund total is $9,412,000. That it matches our population is a coincidence. We checked.”

The full adopted budget, the tax rate calculation worksheets and the required Truth-in-Taxation notices are posted on the Budget & Finance page. Printed copies are available to review at City Hall and the Dongvile Public Library.
